Our Mission: To strengthen our communities and encourage self-reliance; we work in partnership with our communities by implementing programs and providing resources to improve lives and inspire hope for low-income individuals and families.

East Missouri Action Agency, Inc. (EMAA), is a community action agency established in 1965 under the authority of the Economic Opportunity Act of 1964. EMAA is a not-for-profit Missouri corporation governed by a 24-member Board of Directors.

This resource guide covers CMCA's 8 county service area: Audrain, Boone, Callaway, Cole, Cooper, Howard, Moniteau and Osage. It also covers the three additional counties we provide Head Start for: Benton, Hickory, and Morgan.

The agency mission is to help people and communities reach their fullest potential by cultivating and coordinating resources, building partnerships, and advocating for change. Our values, Equity, Education, Encouragement, Empowerment, and Excellence, guide our programs and the work of our staff.
